Orting Kapowsin Highway East is a critical north-south corridor that serves a vast portion of rural Pierce County and connects the traveling public with Orting, SR 162, SR161, SR 512 and beyond. It also serves as one of the primary rural freight corridors critical to the rural economy, with approximately 16% of vehicles being trucks.

This segment was overdue for a major preservation project to restore the roadway’s structural integrity and to extend its serviceable life. The existing roadway surface was the result of a contracted HMA overlay constructed in 1992, and 1/2” bituminous surface treatments applied in 1998 and 2007.
Additionally, an existing 4’x4’ concrete box culvert south of 252nd St E was not a fish passable structure. The existing shoulders were very narrow at this location and there was no guardrail present.

This project resurfaced 3.4 miles of roadway with a 2” asphalt overlay (plus spot pavement repairs and prelevel) to provide structural adequacy and restore the surface condition. A fish-passable 17’x5’ concrete box culvert was installed, and included widened shoulders and guardrail. Over 8,800 tons of hot mix asphalt were used. The final construction contract amount ($1,273,974) was 2% lower than the bid amount ($1,305,305).
