The agency is governed by a nine member board which meets quarterly and is comprised of six County Commissioners/Council-Members and three County Engineers. Three members of the board represent counties with a population of one hundred fifty thousand or more. Four members represent counties with a population of thirty thousand to less than one hundred fifty thousand. Two members represent counties with a population of less than thirty thousand (RCW 36.78.040).

The board meets quarterly (annually in Western Washington, Eastern Washington and twice at our Olympia offices) and adopts policies for governance and resolutions related to County Public Works Road Departments. The board appoints CRAB's Executive Director who acts as the Chief Administrative Officer, carrying out policies adopted by the board.
