County well road is a farm to market route used by adjoining farmers and trucks passing through southwest Benton County to reach the Tri Cities area. It also serves a critical role as the only other east-west paved road connecting SR221 to Travis Road and the greater Tri Cities area. It is frequently used as a detour route when the main route (Sellards Road) is closed.

The pavement surface on the road was past its useful life and deteriorated beyond that which routine crack seal and chip seal efforts can maintain. The road side-slopes were steep and there were hazards such as utility poles within the clear zone.

Proposed improvements included the removal of the existing road surface and base. Preparation of the subgrade and placement of new crushed surfacing with an all-weather paving standard depth was constructed. The road was widened by two feet to add additional width for the trucks that frequent it helping to preserve the shoulder. The road was also shifted to the south to provide more space between the edge of traveled way and the utility poles on the north side found outside of the right-of-way. Vertical curves were improved for sight distance. Side-slopes were flattened for roadside safety.
