This road is the preferred detour route used by WSDOT for any required detours in this portion of SR 20. In addition it is a popular route into the west side of Oak Harbor from the south, with the increase in traffic resulting in the road being reclassified to a Minor Collector in the lead up to the project. Accident history also pointed to a need for improvement.

The roadway pavement had deteriorated and needed rehabilitation to maintain a serviceable roadway. While the horizontal alignment was adequate, the vertical alignment, the roadway cross-section, and the roadside area needed significant improvements to meet standards.

When Boon Road was reconstructed, the pavement section was strengthened and the cross section was improved with wider driving lanes and the addition of consistent shoulders of adequate width throughout. The vertical alignment was brought up to standards and the roadside safety was improved through side slope improvements and mitigation of utilities and trees in the clear zone. Also, roadway drainage was improved and brought up to current environmental standards, and wetland mitigation work was required due to project impacts.
