This road is a farm to market route and preferred shipping route from local grain warehouses to grain terminals on the Columbia River. This route is used for both inbound and outbound truck shipments of farm commodities and supplies. It is classified as T-3 on the CFGS.

The road surface was deteriorating rapicly with major signs of age. It has broken shoulders, longitudinal and transverse cracking, alligator cracking and potholes. The proposed project section has been patched repeatedly.

The subgrade was widened and the inslopes were enhanced to a 3:1 or 4:1. Drainage facilities were extended and/or installed. The existing asphaltic surfacing was gound up and used as a base course layer. Additional base course and top course were installed with a Bituminous Surfacing Treatment on top of that. Guardrail was placed in the areas where safe slopes were not obtainable. Striping, permanent signs and guide posts were installed. A contractor came in and completed the asphalt grinding. County force construction completed the rest of the project over two construction seasons.
