4-NE is a rural minor collector that runs east-west from N-NE to L-NE (RAP improved 2005). N-NE provides access to the Wheeler commercial/industrial corridor and L-NE provides access to Interstate 90. The adjacent section of 4-NE from L-NE to K-NE, aka Broadway Extended/State Route 171, that goes through the city of Moses Lake to Interstate 90 was RAP improved in 2010. This road carries a high percentage of truck traffic and is subject to seasonal weight restrictions. This section of road has a higher than average maintenance requirement. This project widened the existing 26 foot wide BST surfaced road to 34 feet. Work included rotomilling, roadway excavation, embankment, crushed surfacing base and top course, HMA surfacing, drainage, guardrail, and permanent signing.

The old road was narrow and was showing signs of failure. Due to the fact that this road carries a high percentage of truck traffic and was subject to seasonal weight restrictions, this improvement was necessary.

Since widening and upgrading the surface to HMA this section of road does not require routine maintenance. Also, we have received positive comments from not only the local residents but also from the general public traveling this section of road on a daily basis.
