This project was the third and final phase that improved Stemilt Loop Road (14450), which is classified as a Rural Minor Collector (FFC 07) located in Chelan County, Washington. The road serves residential and school bus traffic, orchardists, outdoor enthusiasts, as well as access to the only winter parking lot available for winter recreation in the area. The project connects to previously improved sections at MP 4.40 and Wenatchee Heights Road at MP 8.79.

The condition of Stemilt Loop Road, from MP 4.4 to MP 6.9, fell well below minimal structural standards. From MP 6.9 to MP 8.79, the road was a little better, but still fell below standards. In addition to the needed pavement rehabilitation, the project mitigated some roadside safety issues.

The Contract required Full Depth Reclamation (FDR) from MP 4.4 to MP 6.9. From MP 6.9 to MP 8.79 an HMA overlay was completed to prevent further deterioration of the existing roadway. Previous FDR work on Stemilt Loop Road has been effective and well received by residents, orchardists and recreationalists. The FDR is not only an economically viable option; it is also a “green” option, since FDR recycles materials from the existing roadway and requires less hauling of materials.

Work for this project was broken into three phases. In the first phase, County Forces installed temporary construction signing, silt fences and high visibility fences. The private Contractor performed the second phase of full depth reclamation and micro-cracking of the cement treated base. County Forces completed the project by performing final grading, pavement repairs (within the overlay section), and an HMA overlay over the entire project length..
