This road (and corresponding intersection) is a rural major collector, connecting Birch Bay with Interstate 5. The road also serves as a primary freight and goods route for the Birch Bay community as well as many local businesses.

The Intersection of Birch Bay Lynden Rd and Portal Way was functioning at LOS 'F', with 4-way stop control in place. There was also a 2.5 ft abrupt grade change that existed on the West leg associated with the BNSF RR tracks.

The Intersection is now fully channelized on all legs, with a new traffic signal installed. The signal is also interconnected with the BNSF RR signal crossing warning system, and has had a new widened concrete track crossing installed. The Level of Service and Pedestrian Safety at the intersection has been greatly improved.
