Although the road had a dirt surface it is designated as a major collector and connects two urban centers. This section of road was characterized by steep grades (up to 15%) and awkward horizontal and vertical alignment conditions that resulted in unsafe site distance and design speed deficiencies.

The lack of adequate base and surfacing caused poor driving conditions and regular required maintenance. To remediate these substandard conditions, the County reconstructed this section of roadway. Improvements included

1. Widening the existing roadway from 24’ to 30’. 2. Remediate existing roadway and driveway intersection deficiencies.
3. Replacing the existing surfacing with a designed ACP roadway section. 4. Installing guardrail at required locations.
5. Improving drainage in the lower portion of the alignment where saturation jeopardized the integrity of the roadway.
6. Flattening roadway side slopes.
7. Adjusting both the horizontal and vertical alignments to correct several sight distance problems.
8. Removal and relocatation of roadside hazards.
