304th St E is a main east/west access route located in south-central Pierce County. It is a high-speed roadway connecting two state highways, SR-7 and SR-161 with approximately 30% of the traffic being trucks. This rural arterial is the preferred route for truck traffic traveling to the County’s primary solid waste landfill facility, which is located at 304th St E and SR-161.
The existing roadway surface is the result of a contracted HMA overlay constructed in 2004, and a 3/8” bituminous surface treatment (plus fog seal) applied in 2013. The surface condition of this segment of road was most recently rated in 2018, resulting in an average PSC score of 66.3 with segments rating as low as 41.
The proposed project will resurface the roadway to provide structural adequacy, and restore the surface condition, by preleveling and overlaying the roadway with approximately 3” of HMA. The bridge deck will also be resurfaced and existing Type 1 guardrail will be removed and replaced with Type 31 guardrail to meet current standards. Other potential roadside safety improvements in spot locations will be evaluated.
