Birch Bay Lynden Road, between Rathbone Road and Berthusen Road (City of Lynden Urban Area boundary), is a high volume Rural Major Collector with a T3 freight haul route rating and relatively high traffic accident occurrences. Of particular importance is Birch Bay Lynden Road's straight-line connection to Interstate 5 for the motoring public and freight & goods.

This 1.0 mile long 2R resurfacing and restoration project shall correct structural roadway deficiencies and improve traffic and roadside safety conditions. Resurfacing will fix structural conditions including cracked, rutted, distressed, and raveled sections of the road. Traffic and roadside safety conditions will be improved by the project with new roadway striping, replaced centerline and edge line rumble strips, and centerline recessed pavement markers, and enhanced signing. Last surfacing of travel lanes was in 2013 with bituminous surface treatment chip seal (asphalt concrete pavement structure in 1998), and shoulders in 1998 with asphalt concrete pavement.

The project completely rehabilitated the pavement section and addressed all deficiencies described above. In addition, safety improvements like enhanced signing, rumble strips and RPM's increased visibility and driver feedback. Finally, many positive comments were received from the public regarding the smooth ride of the new pavement section due to a shuttle buggy being used in the application.
