DEVELOPMENTS

  • Board Elections: Lewis County Commissioner Lindsey Pollock was elected to the position of Board Chair, with Whitman County Commissioner Art Swannack as Vice Chair and Snohomish County Engineer Doug McCormick as 2nd Vice Chair.
  • County Engineer Appointments
    • On May 1, 2025, Nicole Norvell, P.E. was appointed as the Stevens County Engineer where she had previously been serving as the assistant/interim County Engineer.
    • On July 1, 2025, Wes Anderson, P.E. was appointed as the Lewis County Engineer to fill the vacancy created when the previous County Engineer, Geoff Soderquest, PE, was promoted to the role of Public Works Director.
    • On April 28, 2025, Mr. Joel Dickerson, P.E. was appointed as the Walla Walla County Engineer.
  • County Engineer Vacancies: Pacific and Grant Counties each have vacancies, although each have either appointed an acting County Engineer or have an interlocal agreement in place. On July 31, 2025, we were notified that Kittitas County will soon be losing its County Engineer after Cameron Curtis gave his notice.
  • 2026 Board Meeting Dates Scheduled: The 2026 quarterly meetings will be held January 28-29 (Olympia), April 30-May 1 (Olympia), July 30-31 (Wenatchee), and October 15-16 (San Juan).

DECISIONS

  • Certified MVFT Allocation Factors which certifies the factors use in the computation of the fuel tax allocation to the individual counties.
  • Certified Resolution Apportioning RATA Funds to Regions which authorized the accrued amount of $5,328,635 deposited to the RATA for April, May and June 2025 be apportioned to the regions by the established 2023-2025 biennium regional percentages after setting aside $190,985 for administration.
  • Certified Resolution Establishing the 2025-2027 Regional Apportionment Percentages which computes the apportionment percentages for each of the five regions as follows: 43.6% (Northeast); 10.92% (Northwest); 6.91% (Puget Sound); 23.67% (Southeast); 14.90% (Southwest); which totals to 100.00%.

CHANGES

  • WAC Changes: Deputy Director Drew Woods presented proposed WAC changes to the Board, including:
    • WAC 136-70 – Pavement Management
    • WAC 136-60-070 – Traffic Safety Update Frequency
    • WAC 136-60-050 – Appointment of RATA Funds to Regions
  • Public Hearing: A Public Hearing for proposed WAC changes was approved for Thursday, October 23, 2025 at 9:30am.

COUNTY PRESENTATIONS

Counties were invited to present to the Board an overview of their CRAB funded projects, including any challenges they’re currently facing.

  • Cowlitz County was represented by County Engineer Susan Eugenis, PE.
  • Clark County was represented by County Engineer Jeremy Provenzola, PE.

The Board will be heading to Yakima County to hold its next board meeting Thursday, October 23rd and Friday, October 24th.
