Scenic Loop is a rural minor collector, providing access to agricultural lands of long-term commercial significance. Scenic Loop Road is also an alternate access route to the Umatilla National Forest and serves as a detour route for properties along Mill Creek and Seven Mile Roads during flood events. The Scenic Loop Bridge is a short span drainage structure that was built in 1935 and widened in 1974. The span of the structure is 8 feet and the roadway width between the guardrail is 28.5 feet. The soffit of the slab deck has several areas of large rock pockets and exposed rebar. The concrete headwall on the upstream end of the structure is leaning out approximately 2 inches. The bank on the upstream end is held in place by a combination of the concrete headwall, stacked rock, and timber shoring. The abutments have scaling along the full width at the ordinary water line with exposed rebar in some areas. The guardrail on the structure does not meet current standards. The calculated sufficiency rating for the structure is 40.52. This project will replace the structure, to current standards.
