The Stevens Creek culvert crosses underneath South Skagit Highway, a major east/west route that runs along the south side of the Skagit River for 23 miles, serving over 1200 cars per day. It's also a critical alternative route and emergency route for SR-20, helping maintain transportation redundancy that is paramount for upper valley traffic and emergency responders. The concrete tile culvert is terribly undersized, making it susceptible to debris and non-conducive to climate change. It is also identified as a fish barrier, cutting off over 3,000 linear feet of potential spawning habitat for salmon and steelhead species that are crucial to the culture and livelihood of the local Indian Tribes, as well as the primary food source for the Southern Resident Killer Whale.
Design on this culvert replacement project began in early 2023 and determined that the new crossing will be a 15’ wide X 9’ tall, pre-cast concrete box culvert. In addition, within the project limits, South Skagit Highway cross section will be brought up to 6’ shoulders and 11’ travel lanes, in addition to safety improvements.
