Pearl Hill Rd is a Rural Major Collector (07) and T4 truck route that provides a regionally significant connection between agricultural communities in northeast Douglas County with storage and processing facilities along the Columbia River. The existing roadway is characterized by an uneven and shoved surface, horizontal cracking, alligator cracking, and poor geometry. Thermal cycling, poor drainage, inadequate and inconsistent roadway cross sections, and the increased use of the roadway by Class 8-10 truck traffic has resulted in recent road closures and accelerated deterioration of the asphalt surface. This project will revitalize the failing roadway structure and provide long-term, structural benefits by improving agricultural farm-to-market travel conditions and reducing maintenance frequency and costs. Planned improvements include vertical and horizontal alignment, cross section, clear zone, site distance, safety, and drainage.
