County Road 001 Douglas Road and Bailer Hill Road provide the primary access for motorists and bicyclists between Friday Harbor and the west side of San Juan Island. This route includes tourist destinations such as Limekiln State Park (Whale Watch Park), Deadmans Bay, San Juan County Park and the scenic vistas of De Haro Straits (Salish Sea) with orca whales and the distant views of the Olympia Mountain and Vancouver Island.
This route is narrow, has vertical and horizontal sight distance issues, and little to no road shoulder. The intersection of Douglas Road and Little Road has limited sight distance due to a vertical curve, narrow right of way and a rock outcrop. The intersection of Douglas Rd, Bailer Hill Rd and Paradise Ln is a curved "Y" intersection with major residential private road access. This is a site of many historical serious and near miss collisions. There are also areas of poor drainage, and the low point has experienced flooding during extreme storm events. The surface is rough with an excessive crown.
This project addresses safety issues, including improving horizontal and vertical curve deficiencies, improving sight distance, adding shoulders, and raising the road's low point above the flooding levels, it replaces cross culverts and improves road ditch configuration to facilitate drainage, protect road base, and improve water run off quality.
During the extreme storm events in the winter of 2025/2026, when False Bay Creek flooded, the new road was not impacted and provided safe access to all users.
