Stevens - Hall Road Bridge Replacement

Hall Road is an important rural transportation corridor serving the Arden area of Stevens County. The roadway provides access for residents, emergency services, school transportation, timber operations, agricultural activities, and recreational users. The Arden community has historical roots in the timber industry, developing around early lumber and milling operations that utilized the area's abundant forest resources and transportation connections. While the local economy has evolved over time, timber harvesting and forest products remain important contributors to the region. Hall Road supports the movement of these resources and provides an essential crossing of the Little Pend Oreille River, maintaining connectivity between rural properties, natural resource lands, and the county road network. Continued operation of this corridor supports public access, economic activity, and the transportation needs of the surrounding community.
Due to the bridge's severe skew, ongoing rotational movement of the superstructure had created a number of significant structural concerns. Most notably, abutment spalling at the acute corners resulted in a substantial loss of concrete and bearing area at the northeast corner, leaving the exterior girder with minimal support. Additional deficiencies included scour and exposed footings at the southeast corner, failed end diaphragms causing loss of approach material, deteriorated and cracked roadway surfacing, and corrosion of the steel deck system. These conditions had advanced to the point that replacement of the bridge was determined to be the most practical and cost-effective long-term solution.
The project successfully replaced the existing structurally deficient Arden Bridge with a new 109-foot, 3-inch concrete girder bridge supported on deep steel pile foundations. Funding for the project was made possible through a combination of County resources, Rural Arterial Program funding, and assistance from the Washington State Department of Transportation Bridge Program. The replacement structure was designed with significantly reduced skew, eliminating the rotational movement issues that had contributed to deterioration of the previous bridge. The new bridge provides a modern, durable crossing that is better suited to accommodate current and future traffic demands, including commercial and timber-hauling vehicles serving the area.
In addition to replacing the bridge, the project improved hydraulic capacity and stream function by increasing the opening through the Little Pend Oreille River corridor. The larger opening allows for improved conveyance of flood flows, reduced scour potential at the bridge foundations, and enhanced passage conditions for aquatic species. The deep foundation system and modern bridge design substantially improve the long-term resiliency, safety, and serviceability of the crossing.
The project was completed through a combination of bridge demolition, channel improvements, installation of steel pile-supported substructures, construction of new concrete bridge elements, roadway reconstruction, and associated approach work. Upon completion, the roadway was reopened to traffic with improved safety, ride quality, and reliability for the traveling public.
Public response to the completed project has been overwhelmingly positive. Residents, commercial users, and the local timber industry have expressed appreciation for the improved roadway alignment, smoother bridge crossing, and enhanced reliability of the transportation corridor. The completed project provides a long-term infrastructure investment that will serve the Arden community and surrounding area for decades to come.
