DEVELOPMENTS

  • County Engineer Appointments On April 8, 2025, Mr. Joshua Malkin, P.E. was appointed as the Asotin County engineer. Mr. Malkin comes from Maryland where he previously worked for the federal government. On April 22, 2025, Mr. Tom Weller, P.E. was appointed as the Skagit County Engineer. Mr. Weller had previously served as the Assistant County Engineer. On April 28, 2025, Mr. Joel Dickerson, P.E. was appointed as the Walla Walla County Engineer.
  • County Engineer Vacancies There are 4 active county engineer vacancies in Pacific, Stevens, and Grant Counties. Each county has either appointed an acting County Engineer or have an interlocal agreement in place. 

DECISIONS

  • Certified Resolution 2025-002 to Approve Annual Certification for which Certificates of Good Practice were given to all 39 counties.
  • Certified Resolution 2025-003 to Apportion RATA Funds to Regions which authorized the accrued amount of $4,269,550 deposited to the RATA for January, February and March 2025 be apportioned to the regions by the established 2023-2025 biennium regional percentages after setting aside $184,879 for administration.
  • Certified Resolution 2025-004 to Approve 2025-2027 RAP Projects which allocated 90% of Estimated 2025-2027 RATA Revenue to the listed projects in the five regions.

COUNTY PRESENTATIONS

Counties were invited to present to the Board an overview of their CRAB funded projects, including any challenges they’re currently facing.

  • Grays Harbor County was represented by County Engineer John Becker, PE.
  • King County was represented by County Engineer JoAnn Kosai-Eng, PE; Road Services Division Director Tricia Davis; and Strategic Development Analyst to the County Engineer John Vander.

The Board will be heading to Cowlitz County to hold its next board meeting at the Cowlitz County Event Center on Thursday, July 31st and will spend the following day touring local projects with legislators and local elected officials.
