The Old Coulee Road serves as a major farm to market route along with serving as a major collector route between Almira and Grand Coulee area. The road is classified as a T4 Route on the CFGS. The road serves as a mail and school bus route. The road is used extensively as a commute route for people going to work in the Grand Coulee area. The road is a main route for students enrolled in the Almira Coulee Hartline Schools who come from the Grand Coulee area. The existing roadway design consists of a vertical alignment that does not meet today's minimum design standards at various locations. The project would involve safety enhancing the existing subgrade to include major changes in the vertical alignment and minimal changes in the horizontal alignment. Replace and/or extend drainage facilities. Add guradrail and other traffic safety features where warranted. Resurface with crushed and asphaltic surfacing to project limits. This project is an extension of a previous project. These improvements would increase traffic safety and improve the overall stuctural integrity of the roadway and improve the ride. Changing the alignment and widening the roadway will increase safety. Continued improvements will increase use of this roadway by people traveling between Almira and Grand Coulee.
