Orting Kapowsin Highway East is a critical north-south corridor that serves a vast portion of rural Pierce County and connects the traveling public with Orting, SR-162, SR-161, SR-512 and beyond. It also serves as one of the primary rural freight corridors critical to the rural economy. This segment from Orville Road East to 246th Street East is overdue for a major preservation project to restore the roadway’s structural integrity and to extend its serviceable life. It is absolutely essential that we invest in the roadway to preserve and restore the condition.
The proposed project will rehabilitate deteriorated areas of the roadway, pre-level where needed, and add a two-inch asphalt overlay. Deficiencies to be improved to current standards will also include replacement of the existing 48-inch box culvert located approximately 420 feet south of 252nd Street East. The culvert is believed to be installed during the original construction of the road circa 1913 and needs to be replaced with a fish passable structure. This project was originally scoped as a 3R project with the intention to restore and preserve the existing roadway. No change is proposed to the horizontal alignment, vertical alignment or existing geometrics of this roadway as part of this project.
