Grant Programs

The County Road Administration Board manages three grant programs to help counties meet their transportation needs. The programs are administered with maximum flexibility and minimum overhead.

Rural Arterial Program - RAP

The Rural Arterial Progam is a road and bridge reconstruction funding program that counties compete for every two years within their respective regions. Taken from fuel tax revenues, the account generates approximately $40 million per biennium. Less than 3% is used for administration of the program (WAC 136-100).

County Arterial Preservation Program - CAPP

The County Arterial Preservation Program is similar to the Department of Transportation's Highway Preservation Program. The CAPP program is designed to help counties preserve their existing paved arterial road networks. The program generates approximately $30 million per biennium. Less than 3% of the revenue is spent for administration (WAC 136-300).

County Ferry Captial Improvement Program - CFCIP

The County Ferry Capital Improvement Program offers financial assistance for major capital improvements to the four county-operated ferry systems. The program can be initiated every four years, and the four eligible counties (Pierce, Skagit, Wahkiakum, and Whatcom) may apply for up to $10 million in financial assistance for vessel replacement or major upgrades to vessels or docks. Funding for the selected projects must be approved by the Legislature, with annual payments not to exceed $500,000 per year for up to 20 years. Go to WAC 136-400 for more information.
