  • What is RAP? RAP is the Rural Arterial Program which provides funding to construct and improve county rural arterials and replacement bridges. RAP is funded by an allocation of 0.58 cents per gallon of the state motor vehicle fuel tax, and an additional $547 thousand per year from the Connecting Washington Act in biennial appropriation. Funds are awarded to counties at the beginning of each biennium through a regional apportionment and grant application process. Funding can also be awarded for emergency projects during the biennium.
