The Preliminary Engineering phase of this project was worked on sporadically starting in April of 1999 with completion in May of 2001. Then we started the extremely gratifying Right-of-Way Phase of the project. This phase was completed, even with one landowner moving to Japan in the middle of negotiations, between May of 2001 and August of 2002. In the middle of right-of-way negotiations we decided that it would be necessary to complete the canal modifications necessary for the project while water was out of the canals. So we put out a separate contract for this work which was awarded and completed by Apollo, Inc., of Kennewick, WA, between January 31, 2002 and February 20, 2002 for $43,215.35. The main contract was awarded and completed by Hilmes Construction, of Othello, WA, between August 19, 2002 and July 31, 2003 (including work stoppage due to weather) for $661,182.52. Utilizing $720,000 in RATA funding, the total project also realigned horizontal and vertical curves, upgraded and added drainage structures applied crushed surfacing, and surfaced the road with a two (2) shot bituminous surface treatment
