Paradise Bay Road is a rural arterial that meanders through the commercial and residential center of the community of Port Ludlow in East Jefferson County. The road was ranked the County’s number one project in the Priority Rating System. The project goal was to increase safety and mobility by improving the road structure, reducing the speed of motorized traffic and making the road friendlier for non-motorized users. Design of the Phase 1 Project included the Context Sensitive Solution (CSS) process. CSS is a developing statewide and national trend that the Federal Highway Administration defines as “…a collaborative, interdisciplinary approach that involves all stakeholders to develop a transportation facility that fits its physical setting and preserves scenic, aesthetic, historic and environmental resources, while maintaining safety and mobility.” To incorporate the total context of this project, Jefferson County held public meetings and workshops and met with the Port Ludlow Village Council.
